set up new account on single Phone Jack?

Is it possible to take one phone-jack in a house and set up a new account on that single outlet seperate from the line on the other jacks?

It is possible to have two separate lines in a house and have some jacks use one line and the other jacks use the other line. It is also possible to have two lines in a house, and have both lines at all jacks. If I created a special telephone cord for the telephones for the second line, I could wire the jacks so that if you plugged in a telephone wired normally you get the first line, and if you plugged in the telephone with the non-standard cord you will get the second line, at all of the jacks.
